  auth       [success=ignore default=1] pam_succeed_if.so user = user2
  auth       sufficient   pam_succeed_if.so use_uid user = user1

or for user in group GROUP:
  auth       [success=ignore default=1] pam_succeed_if.so user = user2
  auth       sufficient pam_succeed_if.so user ingroup GROUP
